Lease transaction fleets

I discovered a problem to day where for the finance transactions for lease payments, the fleet_id's were getting switched where each of the two transactions had the va_id from one partner but the fleet_id from the other. While this would not cause a problem with the budget of the VA, it could cause a problem with the budget of each fleet.

I have fixed the bug and done by best to fix the fleets, if both VA's still exist it should be fine but if one partner is now gone I had to set the transaction to the default fleet for the VA.
