Fleet Permission Updates

Hi Flyers

I just made a small update to the permissions for in FSA regarding Fleet permissions. Previously you could restrict permissions on a rank for fleet activities (Aircraft Purchase, Maintenance, Cargo, Finance) to either one fleet or all fleets.

Now you can choose multiple fleets for each permission and the fleets chosen for each permission are independent of each other.

I also add a new page off the VA overview screen where you can see a description of all the ranks in the VA which everyone can see, and if you have the correct rights edit the ranks from right there.

Lastly I fixed a bug in the pilots briefing document where the ZFW did not reflect the packages loaded into the aircraft.
