Usage of Fleet Aircraft Permission Update

Hi Flyers.

Today I made a very small adjustment to the way the usage of fleet aircraft permission works in relation to when a pilot is assigned to a fleet.

Before if you wanted allow pilots to fly aircraft of fleets they are assigned to you had to check the 'If Assigned' radio button for that permission. Now that 'If Assigned' radio button is removed for that permission and pilots may always fly aircraft of fleets they are assigned to.
