The one place I go to for my approach and departure plates is
www.airnav.com Only thing is that its only for the US and its terirories.
NOTAM: The author of this post implies in no way, shape, or form that he is an english major. Spelling and grammer mistakes will be common.

Addon FSX program : SIM PLATES X has an extensive library of approach plates, and anything else related to airport information you may need.
