LIPE Bologna: In Airport Lists Twice

Just a quick note: Bologna airport is in the airport list for Italy twice, with two different fuel rates. Not sure if this would cause a problem (e.g. when booking flights) but certainly the ambiguous fuel rate might cause confusion!

I removed one of them, but we need to try to prevent this in the future.
