Hello, the hour showed in internal messages appears to be set in some local time, so there is no way to know the real time the message was sent. Can this problem be fixed?

No. That is how all forums are setup. Whatever you set to your local time in your profile is what shows up on all posts. All times to the server are recorded in Eastern timezone and then translated to whatever YOUR local timezone is when you are viewing the forum. This is not the local timezone that the poster put the message up, it is the time it would have been at your location when it was posted.
